Is this a new Scoby forming? It doesn't look dry or like mold (First time kombucha Brewer, first ferment) : r/fermentation

My pellicle keeps getting pushed up like this. I was told to push it back into the tea when I notice it's happening, which is like twice a day at least. Is this a problem and is there a way to stop it? : r/Kombucha
